New regulations are making it tougher to haul goods by railroad. Haulers are spending $2.9 billion to upgrade tank cars, and the use of railroads to transport crude oil declined by 17 percent last year. And starting this year, shippers and terminals will be held responsible for NARs, or non-accident releases.

As of last year, NARs has gone up by nearly 20 percent. In most cases, these incidents involved problems with the manway. The four main issues were loose bolts, missing gaskets, misaligned gaskets and deteriorated gaskets.
